Face inheritance changed on Windows

Another weird one... between 21.5.28 and 21.5.29, it seems that the effect of set-parent-face changed, only on Windows. See the attached image. The definition of modeline-mousable is still the same, but for some reason it's using the 'fallback' background (the global default) instead of the one inherited from modeline. This doesn't happen on X.
